I also found your post interesting and informative. I was just reading another article (on Wikipedia about Sandra Bland's death) which mentions 15 (or 30) minute welfare checks for inmates on suicide watch, and hourly for all other inmates. It didn't seem reasonable when I read your post, but maybe that is why you got awoken so often. There needs to be a better way so inmates can sleep! (even more so maybe for people who are suicidal) - the article also mentions "electronic monitoring", maybe that means using cameras or pulse monitors instead.
