It's quite true that trap/neuter/return is much less problematic in a climate like that of Los Angeles!
Given the situation with so many more animals than there are homes - shelters are forced into performing a sort of triage, deciding which can best benefit from what your resources can provide. I'm glad to hear the staff there is always thinking about ways to reduce the number of animals you have to euthanize.
