spreading my seed

It probably would work better if I knew some origami, but I came up with an effective method using clear packing tape that also works.  Cut a sheet of printer paper down to 1/4 or 1/8 size.  Fold it in half, fold two edges, pour in seeds, then fold up the top edge.  Lay the packets face up (folded edges down) onto the sticky side of a strip of packing tape.  Cut, seal, drop into mailing envelope.

Fairly easy, and very cheap.  It'll require scissors to open them up unfortunately.  That's why I think origami would be better since just tearing the paper would still be an option for getting at the seeds.
