I thought that was county property, so County and Sheriff are the ones to pay attention to.

It would probably be useful to actually look up the laws regarding this issue.

I don't know if it's reasonable to expect the County to foot the bill for port-o-potties. Unless there is history of them providing them for other events/groups. On the other hand, if the County won't provide at least space for them, then perhaps the city might provide for space on the sidewalk or parking lane in the street?
